BAP-13185: Add support of php 7.1 to all public repositories (#5925) - Update php versions in trevis.yml so pull requests will be properly tested - Update Symfony version because we suport 2.8 now - Update changelogs with info about php 7.1 support - Removed unused .travis.yml files, just because we are not using them now
